The Shared Values Visa: what it is, in plain terms
The Shared Values Visa is the name the press gave to a specific route into Russian residency. Legally, it is not a visa at all: Presidential Decree No. 702 of August 19, 2024 created a way for citizens of certain countries to apply for a temporary residence permit, the RVP (often written TRP in English), outside the annual quota and without the certificate that normally attests knowledge of the Russian language, Russian history and the basics of Russian law.
The permit you obtain is a standard TRP: a temporary residence permit valid for three years. It lets you live and work in Russia without a separate work permit or patent, within the territorial and professional limits set by the regulations. For a passport holder, the TRP usually takes the form of a stamp placed in the passport.
This procedure grants neither Russian citizenship nor an automatic right to the permanent residence permit, the VNZh. It does not guarantee a favorable decision either. The Russian Interior Ministry, the MVD, reviews the file and can refuse the application when one of the grounds provided by law is established.
- Duration of the permit: three years, not renewable as such.
- Regional quota: not applicable to the Decree 702 route.
- Language, history and law exam: no certificate required at the TRP stage, but the requirement returns later at the VNZh stage.
- General legal processing period: four months from the date a complete application is accepted by the competent service.
- State fee: roughly 165 to 170 euros (about 190 to 200 US dollars) depending on exchange rates, after the increase that took effect on July 27, 2026.
Who can apply under Decree 702?
The decree targets people who want to move to Russia from a country on the list adopted by the Russian government. The United States is on that list, alongside most Western countries including the United Kingdom, Canada, Australia and the European Union member states. Nationality, country of permanent residence and your administrative situation still need to be verified before starting anything.
You will read elsewhere that the list contains 39, 47, 48 or 52 countries. The gap comes from counting methods: some entries group a state with its territories or dependencies. Retain the principle rather than the number, and have your specific case verified instead of trusting a count found on a forum.
The applicant must state in writing the motives provided for by Decree 702. They must also meet the general TRP conditions and not fall under a ground for refusal, for example related to security, criminal convictions, inaccurate documents or irregular stay.
An adult files their own application. For a minor child, the file is submitted by the legal representative under the rules matching the child's age and situation. A spouse or child does not automatically benefit from a TRP obtained by another family member: each person needs their own legal basis, civil status documents and, where applicable, medical documents.
Not having to produce a language certificate does not mean the procedure happens in English. The forms, the exchanges with the MVD and most documents used in Russia are in Russian. Your American documents must be prepared in the exact form required by the office that will receive the file.
What the TRP allows, and what it does not
The TRP allows you to reside legally in Russia for three years and to work without applying for a separate work permit. Professional activity must in principle be exercised in the region of Russia where the TRP was issued, unless an exception provided by the regulations applies.
The holder is also tied to their region for residence. Changing address or region is not handled like a simple move: check the applicable procedure before signing a lease or accepting a job elsewhere.
The TRP does not replace the other settling-in formalities. You must register your place of residence, file an annual notification confirming residence and income, and respect the rules on absences from the territory. Repeated violations or a serious breach can put the permit at risk.
Decree 702 TRP versus the standard TRP: the useful differences
The administrative result is the same: a three-year temporary residence permit. What changes is the legal basis and some filing conditions.

Russian law also provides several other no-quota TRP categories. The Decree 702 route should therefore not be compared with a single classic procedure. The right basis depends on your nationality, family, professional background and residence project.
The documents to prepare in the United States
The final list must be confirmed with the consulate and with the MVD office that will receive the application. It varies with age, family situation, country of residence and the place of filing. A file generally includes the following:
- A passport valid for the required period.
- The application and the motivated declaration provided for by the Decree 702 route.
- A criminal record certificate when required for your profile.
- The relevant civil status documents, in particular for a spouse or a child.
- The Russian translations and certifications requested by the administration.
- The photographs, proof of stay, registration evidence and payment receipts required.
- The medical documents issued by an authorized facility.
For a US citizen, the criminal record document is typically the FBI Identity History Summary. Because it is a federal document, its apostille is issued by the US Department of State's Office of Authentications, at 20 dollars per document, and processing by mail takes several weeks. State-issued documents, like birth or marriage certificates, are apostilled by the Secretary of State of the issuing state, usually for a few dollars to about 25 dollars per document, with turnaround times that vary widely between states. Plan these steps early: they set the pace of the whole file.
The apostille and the translation are two separate operations. The apostille authenticates the origin of the American document. The translation makes it usable in Russian. The form of certification of the translation must match the instructions of the consulate or the MVD. A translation simply produced online is not enough.
The criminal record validity trap
Here is the calendar mistake that costs the most, and it is almost invisible at the start. The criminal record certificate must generally be less than three months old, and that condition is assessed at the moment the file is submitted in Russia, not when you leave the United States.
Do the math: if you obtain your FBI summary in January, apostille it in February, fly in March and your filing appointment in Moscow lands in April, the document is expired. Between the consular appointment, the departure logistics, registration on arrival, the medical exam and the wait for a slot at the migration center, the margin disappears fast. The record must be requested at the right moment, neither too early nor too late, and the sequence is planned backwards from the target filing date.
The steps of the procedure
- Verify the legal basis and the region of filing. The Decree 702 route must match your nationality, your residence and your project. The chosen region will then determine part of your residence and work obligations.
- Prepare the foreign documents. Passport, criminal record, civil status documents, apostilles and translations must be assembled in the right order.
- Apply for the matching entry visa. Decree 702 provides for an ordinary single-entry private visa, valid for up to three months, issued at the discretion of the competent Russian diplomatic or consular mission. The application includes a letter stating the motives provided by the decree, and filing is in principle done in person.
- Complete migration registration. After arrival, your place of stay must be declared within the deadline applicable to your accommodation. Our guide to migration registration in Russia details this step.
- Pass the medical examination. The certificates must be issued by an authorized facility and cover the checks required by the regulations.
- Give fingerprints and file the application. In Moscow, several steps happen at the Sakharovo migration center. In another region, the competent office may differ.
- Wait for the MVD decision. The general legal period is four months from receipt of the application by the competent service. A request for additional documents, a correction or a specific verification can change the real timeline.
- Get the TRP stamped and register your residence. After a favorable decision, the permit is placed in the passport. The residence registration application must then be filed within the seven business days provided by law.
No provider can promise acceptance of the file or a precise decision date. Support work consists of verifying the legal basis, the order of the steps and the conformity of the documents, but the decision belongs exclusively to the Russian administration.
The visa lasts three months, processing takes four: how to handle the gap
This is the question most asked on forums, and the one English-language guides handle worst. The private visa issued under Decree 702 is valid for up to three months. The legal TRP processing period is four months. On paper, the numbers do not add up.
The answer exists and is provided for by Russian regulations. An Interior Ministry order allows, since late 2022, the visa on which the applicant is staying to be extended or reissued for the duration of the processing period, on presentation of the filing certificate issued by the migration service.
Three practical consequences follow:
- the filing certificate is not a mere receipt, it is the document that makes your stay legal during the wait. Keep it carefully;
- the extension request is prepared before the visa expires, not the day it expires;
- any delay in filing the TRP application eats directly into your margin. A month lost after arrival can become a legal-stay problem three months later.
This is precisely why preparation at home determines how calm your stay in Russia will be. The countdown starts the day you enter the territory.
The medical examination, in detail
The medical examination is not a single check-up. It groups several screenings, performed in a facility authorized by the region, and produces distinct documents that must all be in the file.
The checks generally cover the absence of drug use, with a test followed by a specialist consultation, tuberculosis, with a chest imaging exam, certain infectious diseases, and HIV through a blood test. You do not leave with one certificate but with several documents, including a specific HIV certificate.
The cost varies by region and facility. In Moscow, the observed range goes from about 70 euros at the migration center to 160 euros or more in a private clinic (roughly 80 to 185 US dollars), depending on exchange rates and what is included. Allow a few business days between the exams and the delivery of the documents, more if an additional check is requested.
A reform applicable from September 1, 2026
A law adopted in June 2026 changes the medical examination regime as of September 1, 2026. The announced changes include an exam to be completed within a set period after entering the territory, periodic renewal for long stays, and automatic transmission of results to the administrations concerned. Penalties are provided for non-compliance.
If your project runs past that date, do not rely on guides written before mid-2026, even detailed ones. Have the applicable regime confirmed for your actual arrival date.

Watch out for the numbers you will find elsewhere. A reform that took effect on July 27, 2026 sharply raised migration state fees. Most guides, in English as in French, still show the previous rates, sometimes nearly eight times lower for the TRP. A budget built on those old numbers is wrong.
The official fee is set in local currency, so its equivalent in euros or dollars moves with the exchange rate. Do not confuse it with the visa, apostille, translation, medical or registration costs.

How much time should you plan for?
The clock starts before the filing. In the United States, obtaining the FBI summary, the apostilles, the civil status documents and the translations can take several weeks. The consular appointment, the visa, the arrival in Russia, registration and the medical exam then add to the calendar.
Once the TRP application is accepted by the competent service, the general legal decision period is four months. That period does not include preparation at home, obtaining the visa, or the steps that precede the filing.
One item is regularly underestimated: getting a slot at the migration center. In Moscow, the wait for an appointment can run to days or weeks depending on the period. That queue adds to the legal period and has nothing to do with the quality of your file.
To organize a move, a global assumption of six to ten months between launching the file and getting the permit stamped is prudent. It is not a guaranteed timeline. Appointment availability, the region, requested corrections and your personal situation can shorten or lengthen the journey.
The TRP is not a visa: leaving Russia and coming back
Here is a point that surprises many new holders. The TRP is a right of residence, not a border-crossing document. A national of a visa country therefore cannot leave Russia and return on the strength of the passport stamp alone.
The regulations provide a specific visa for temporary residence permit holders, multiple-entry and aligned with the duration of the permit. Since 2023 it is in principle issued by the territorial MVD office together with the TRP.
Verify this point when you collect your permit, before buying a ticket. Discovering the absence of this visa the day before a family trip home is an avoidable bad surprise. Good news on the other side: once you hold a TRP and are registered at your place of residence, you no longer have to file a new arrival notification after each trip, unlike the regime that applies to visitors on visas.
After the TRP: registration, annual notification and the VNZh
The first reflex after obtaining the permit is registration at your place of residence. The application must be filed within seven business days of receiving the TRP or of arriving in the dwelling concerned. This is distinct from the migration registration done as a traveler.
The settling-in formalities nobody details
The TRP opens a series of formalities that condition daily life and that most guides skip. Plan for a tax number, enrollment in the social insurance system through a personal number, the compulsory medical insurance policy, and a bank account. Without these, many everyday steps stay blocked, including signing a lease or accessing care under normal conditions.
The annual notification and the income threshold
The holder must confirm residence in Russia every year. As a general rule, the notification is filed within the two months following each anniversary of the TRP, with the required supporting documents, and in person.
This notification is not a formality: it comes with proof of income. The threshold is calculated from the subsistence minimum of your region of residence, taken over the year and increased for each dependent child. The amount therefore varies a lot between Moscow and a cheaper region. Two consecutive years without notification are a ground for cancelling the permit.
Absences from the territory
The rule is often quoted backwards. The text does not set a minimum presence, it sanctions an excessive absence: leaving Russia for more than six months in a calendar year is a ground for cancelling the TRP. The nuance matters for anyone keeping ties in the United States, maintaining an activity there or planning regular back-and-forth trips. Count your days of absence, not your days of presence.
Moving to the VNZh, and the exam that comes back
You do not need to wait out the three years before looking at the VNZh. Under the general rule, a VNZh application can be filed after eight months of residence under the TRP and no later than four months before the permit expires. The VNZh is in principle issued without a time limit, apart from specific categories.
One point deserves attention from day one, because it is counterintuitive and rarely explained. The exemption from the Russian language, history and law exam under Decree 702 applies to the TRP stage. At the VNZh stage, the standard language requirement is expected to apply again, unless your profile qualifies for its own exemption, for example based on age. The initial waiver is not a permanent pass.
The consequence is simple: if your project is long-term, start learning Russian during the three TRP years rather than discovering the issue four months before the deadline. Have the exact regime confirmed for your situation before building a calendar on this point.
Another route to know before choosing
Decree 702 is not the only mechanism open to qualified foreigners. A decree adopted in December 2025 organizes a separate route for people of particular interest to Russia, notably in science, business, sport, culture or education, with applications accepted since spring 2026. Its structural advantage: it targets the permanent residence permit directly, without the TRP stage.
For an executive, an investor, a researcher or a graduate of a recognized institution, that route deserves a look before committing to the Decree 702 procedure. The conditions and supporting documents differ significantly, and the choice is made on your real profile, not on a mechanism's popularity.

The mistakes that most often weaken a file
- Choosing the Decree 702 route without confirming that your profile and country fall within its scope, or comparing it with the other available routes.
- Using a document apostilled or translated in a form that is not accepted.
- Showing different spellings of the same name across documents.
- Letting a criminal record or medical certificate expire before filing, for lack of planning the sequence backwards.
- Confusing the traveler's registration of the place of stay with the resident's registration of the place of residence.
- Preparing the file for Moscow when residence and filing are planned in another region.
- Neglecting the exit-and-return visa question once the TRP is obtained.
- Relying on an old fee or an old document list without a recent check, when the fees were raised in July 2026.
